The IIB was founded in 1984 as the Institute for Independent British Business. The primary objective was to provide practical advice and useful information to the independent business sector.

In comparison to large corporations the independent business typically operated in isolation without the network of contacts and information providers normally accessible by big business. Furthermore, by virtue of their light management structure, independent businesses often lacked fundamental skills in key aspects of management that were required to maintain and grow a successful business.

It became apparent that the 'Small & Medium Enterprise' sector required not only information and advice in order to survive and grow, but also practical assistance in the form of both process and 'expert' consultancy. In order to be effective a practical implementation phase was also required.

It was evident that the major consultancy practices were generally unable or unwilling to fulfil this need as their cost structures and style of consultancy were generally not acceptable to the SME sector.

To fill the gap the Institute devised the Consultancy Business Development Programme (CBDP) to provide suitable senior managers with a framework for developing independent consultancy practices directed specifically at the SME sector. The first programme was started in January 1991 and, to date, over 5,500 people have completed the distance learning and residential sections of the CBDP.

Accredited consultants continue to be supported by the Institute through monthly training workshops/forums, a monthly internal publication 'Update' and a rapidly expanding internet site
